What does a tampering verified status mean?
A tampered odometer status means the mileage on the odometer was altered, for reasons such as the odometer was illegally removed, replaced, disconnected, or reset in an attempt to report a lesser odometer mileage reading than what the vehicle actually traveled. Once a tampered odometer status has been listed on a vehicle it cannot be removed.
Why can't I change the odometer status for my vehicle?
The eMV Public application displays the last status listed in WisDOT's records. If the last recorded status is EXEMPT or TAMPERED, the status cannot be changed, see previous FAQs for definition of EXEMPT or TAMPERED statuses. If the vehicle you are transferring is now 10 model years old or older, an odometer mileage statement is no longer required by law, the vehicle is exempt from odometer disclosure.

What is an odometer status?
The odometer status describes the vehicle odometer reading.
What does an exempt status mean?
It means the vehicle is 10 model years old or older, and it is no longer required to report the mileage from the odometer.
What does an actual status mean?
It means the mileage is correct and represents the true distance the vehicle has traveled.
What does a not actual status mean?
The mileage on the odometer is not the true distance the vehicle has traveled or the seller did not provide an odometer reading when they signed the title as the seller so the buyer provided the odometer reading. The Wisconsin title submitted with your eMV Public application should include the odometer reading by the seller. If the seller did not complete this portion, you should contact the seller to do so. Once an odometer reading is disclosed as NOT ACTUAL, it cannot be changed back and may reduce the value of the vehicle.

When the actual odometer reading (mileage) is known, record the mileage reading as displayed on the odometer. The mileage will be recorded on the vehicle record exactly as listed on the odometer disclosure.

Exceeds Mechanical Limits (EML) - Exceeds Mechanical Limits is an option on most titles that is selected when the vehicle has travelled more miles than the odometer can register. Many older vehicles are limited to 99,999.9 mile odometer reading.
Not Actual Mileage (NAM) - Not Actual Mileage is an option on most titles that allows the owner to indicate that mileage shown on the odometer is not a true representation of the mileage of the vehicle. This can happen on some vehicles when the odometer or the vehicles engine control unit (ECU) is replaced, or when the odometer or its related systems are damaged or inoperable.

Odometer Status – Status of the Odometer reading will be either Actual, In Excess, Not Actual, No Devise, or Exempt.
Actual – A vehicle that is less than 10 years old and the number indicated reflects the actual number of miles the vehicle has traveled. Actual cannot be checked, if the previous odometer status was noted as anything other than Actual.
In Excess – The vehicle’s odometer is only five digits long and is showing an E at the end of the miles shown. The E means that the odometer is showing mileage over 100,000 (or multiple of 100,000)
Not Actual: The odometer is/has been broken. The miles shown are not accurate.
No Devise: No Odometer.
Exempt: The vehicle is older than 10 years old.
