Home Land Securiry is composed of committees; one of them is the Immigration Comt. However, as Monica points out the term in Spanish would be Comisión, not "comité".

I assume it is not a typo as it is repeated three times.

Could it be a typo? for COURT. My scanner sometimes has difficulty when U,M,N,T and or W appear close to each other and tries to make up its own words. There is an Immigration Committee and also an Immigration Court.
