This comes from a list of action items for a complany doing an overhaul on their HR department. I have no idea what a "level grading structure" is. Here are a few more of the items for context:

grading of position levels

My immediate understanding is that they're revisiting their grading of the various positions within the company. The "linked to external market rates" suggests that they also intend to revise the salary levels for each position.

There are level grading systems. Why there couldn't be level grading structures? Imho the sense is the same or rather similar.

common OR uniform grading structure

It sounds to me like they want a way to grade which is (a) consistent across programs or locations or business units, etc., and (b) linked to market rates.

The only other references I find to "level grading structure" are in the context of "4-level grading structure", "10-level grading structure" and so forth (i.e., always preceded by a numeral).

"Grading" can refer either to classification (category) or evaluation (performance). Unless your context is clear which is involved, I would retain "grading". If you're translating the term, I would try to find an equally versatile equivalent.
