Here is a paraphrase:

Whereas the organization used to be radical, it is evidently becoming softer and more bureaucratic.

The writer chose to depict this change as a transformation into a new version, replacing the old version of the organization.

My explanation is based on the assumption that the difficulty with the sentence is due to the phrasing, not to the terms "radical," "soft," and "bureaucratic." I hope that my assumption is correct.
