The term that comes to mind is 'picture buyer', but this person is responsible for finding and licensing stills, video and general multimedia -- what's the right (pref. UK) term these days?

Note from asker:
mm, doesn't a media buyer mostly buy slots in published/broadcast media, i.e. the "output" side, disseminating finished ads? this role, as described, is to do with the "input" side, researching and purchasing the components which go into the ads.
