Also, consider 'rung' as being the more usual word for the step of a ladder.
I have opted for this:
Ladders can be equipped with a third side rail supporting the steps.
Comparing French and English diagrams displaying the different parts of a ladder it seemed to me that in this case "a montant" was equivalent to "side rail". I hope it makes sense. Thank you for your help

I suggest the sentence is:
'Ladders shall be provided with a third level or amount of support for the steps.'
Although it could also be something like a support post if it is a larger structure.
I think it depends on what type of ladder it is, for example aircraft maintenance ladder, mobile stepladder or aircraft boarding ladder to name a few, have a structure that vary from each other.
Just some ideas maybe it can give some leads or ideas.
