The term " tête de périmètre" is repeated throughout the document after detailed the improving procedure.

This phrase gets almost not hits, and I haven't found any relating to companies, but this one is to trade unions:

My suggestion is supported by the mention of "entités détentrices", entities holding interests in the company. These could be immediate parent companies, or investors.
