It's "cote" and not "côte".

à la côte means to dimension (= an allowance in this case), though not sure how one would say it in real engineering speak

It refers to the "altitude", the difference in height/level relative to some other site component (as here, it seems) or site datum.

A dam whose foundations are "à la côte 950.5 NGF" is built on rock 950 m above sea level (niveau général de France), and might top out at "la côte 1050.5" if it is 100m high.
