In an electricity supply contract, the unit prices stipulated include "frais d'équilibre". I'm afraid that I have no further context as this is a single sentence inserted under the table of unit prices.

balancing costs

Haven't come across this before but équilibrage is given in the IEC Dictionary of Electricity as balancing. In the English section "balancing a distribution network" is explained as "allocation of the consumer services between the various phases of a distribution network so as to obtain the least voltage unbalance". I've no idea whether there would be costs associated with that (when aren't there?) but it may fit your situation.....

agree Tony M : I don't have the specialist knowledge to be truly qualified to 'agree', but this is what I thought of too. I suspect in fact it is more like penalty charges for having an UNbalanced load, if you see what I mean
