This is for the company -private or public- running a public utility supply service, for example electricity, gaz or sewer system. I have found "statutory undertaker" in Termium but am not happy with the Bristish meaning of undertaker... Thanks a million

concessionnaire = quelqu'un ou société qui a obtenu une concession ou droit d'utilisation ou de fournir un service ou une marchandise donc "service provider" est tout à fait juste et approprié.

Could it be the equivalent for "concessionnaire de service public" ?

concession holder

I've done a couple of big translations lately on this subject relative to mains water supply. Fortunately (for me!), the French often consisted of a summary of publicly-available English-language press releases from the big companies that operate in this field. And these press releases nearly always talk about "concession holders".
