Forestry Engineer
This is a bit of a guess. However, Technicien Supérieur is the holder of the BTS (brevet de technicien supérieur) diploma - a two-year post-baccalaureate vocational course... this is where my doubt comes in , as I think engineer is perhaps a little too optimistic, but nearer the mark than 'technician'.
However, I do feel 'technician' is not particularly enlightening to an EN reader. In British English, the 'département des Eaux et Forêts' is usually translated by 'Forestry Commission'.
Hence my proposal

Thanks ormiston! Yes, that's an idea... though afterwards, I wondered about the fact that 'engineer' is (ab)used in many situations - e.g. the famous 'sanitation engineer' (dustman/éboueur)/thx again ormiston - 'engineer' it is then...
