In a power of attorney conttract. Could this simply mean "mortgaging 15% of the property"?

I understand this excerpt to mean that part of the mortgage is to be transferred to ... but without more context it is difficult to be more precise. I think that more context is needed to be more precise

Hello,

Normally, you see "affecter en hypothèque" (to take out a mortgage on). I would imagine that "affecter hypothécairement"

hypothécairement = avec hypothèque

So, it seems to mean "to mortgage out 15% of the property in question.
