If you want legalese, you could say loss of visual amenity. Though I think plain English would be more suitable if you're writing to ordinary people rather than lawyers.

Thanks for the comment Phil, but there is a neat, precise, legal expression for this which I know in the back-of-my-brain and which I've temporarily forgotten.

I'm not going to submit an answer because there are too many possibilities, but you could say something like "since you began experiencing noise, dust, and visual impact". Or you could say "your views were adversely affected".
