Is this about succession/inheritance? In Luxembourg, when someone dies, a notary attorney "compiles an acte de notoriété (grant of probate). That makes me think "Relation" sets forth a number that designates which decedent or which estate is at issue. In other words, the estate in relation to which this acte de notoriété is being drawn up.
