I don't think you need to translate "reve" as "dream" to get across the idea, though if you do translate it directly you could also use "vision." But it might be less wordy to use "inspirational charisma" or something similar.

Harraps: susciter=arouse. I really like spark off as Moya suggested as well, I find both them both enticing.
