OK, 1 fois pour toutes, what's the best way to render this one: to document, to certify, to enact? I don't want to use "take cognizance of" if I can avoid it, because in some situations human language is needed ;^).

Context: pleadings in a lawsuit between a hotel owner who was supposed to complete renovations, and the hotel operator who, after having sold its goodwill to the government of the country it was located in to comply with privatization laws, was forced to close up shop while the work dragged on and on and on. In this passage, background is being given.

Sentence: "[X] a adhéré au processus de privatisation de l'Hôtel et, pour le faciliter, accepté de céder son fonds de commerce à un prix symbolique, parce qu'il avait l'engagement de l'Etat que le repreneur aurait l'obligation de le maintenir sous gestion [X], ce qui a été ensuite acté entre [X] et [Y]."
