Bilan électrique

Le bilan de puissance des auxiliaires des générateurs diesels est effectué en recensant chaque consommateur électrique.

Pour chacun de ces consommateurs, il est calculé un coefficient de foisonnement Ku égal aux produits des coefficients Kn, Kr et Ks, suivant la formule ci dessous:

Kn = coefficient nombre de moteur en fonctionnement (Par exemple, le coefficient Ku est de 0.5 dans le cas de deux pompes normal/secours).

Kr = coefficient régime (charge réelle du moteur, par exemple utilisation au 3/4:

Ks = 0.75).

Ks = coefficient de service (par exemple, Ks = 1 lorsque le matériel fonctionne 24h/24).

Le coefficient Ku est égal au produit des 3 coefficients ci-dessus:

Ks = Kn * Kr * Ks

"the key thing is to get it right" couldn't agree more. Once you've sorted out the key elements, why not take a look at the rest.
"budget" is a good option, for sure. I find "[summary of] projected power requirements" more precise, because all these calculations are about only ONE side of this "budget". This is only about how much power is required, no mention of how it's going to be provided.

The formula itself has little relevance for the term "Bilan électrique".
All we need to know is that each line item is a "requirement for supply of power". The formula itself is secondary.
The relavant part is "pour chacun de ces consommateurs", a clue that this "bilan" is a summary list.
Makes sense?

quite right As written, the equation simply says Kn=1/Kr, since Ks/Ks = 1. This is not what the author intended!

According to the text Ku = Kn * Kr * Ks, not as given at the bottom of the question.

"Bilan" is often tricky to translate, but budget certainly applies to "bilan de puissance"
