Do we use this in English? The only references I can find are about absinthe.

A "Topette" is traditionally a small bottle (from 10ml to 33ml), but in this case it is an energy gel in a sachet.

A topette is usually a small bottle, but not in this particular case. See photo in the veloland catalogue (p.52, photo 2). As said above it is "palm sized packet of plastic or foil with a tear off end to allow the contents to be "sucked". // Thank you!

starter vessel/ pan / tank

It seems to be a sort of container used for the pasteurization of milk or a pan or tank o which a starter is added to produce (traditionally) a yeast culture (if I understand this correctly)

I also found the vials used for absinthe, but I also found a Belgian website that makes containers. The website seems to use the term for "cap" but it seems to me that your context refers to ready-to-use product, so it is probably a pre-measured amount in a container. Without more to go on, or a picture, this is my suggestion.

Apparently a topette holds 2-5 measurements and is very accurate so that your guests dont imbibe more than they should!:
'Topettes vary in size to store from 2-12 doses. Topettes were used to hold and pour absinthe (like a decanter)..each curve is an exact dosage!
