The other technique, the pendulum, is used to negotiate turns when the handbrake isn’t the most effective method. Approaching a turn, you actually steer away from the turn, then back towards the turn firmly but smoothly. This makes the back end of the car swing around — like a pendulum — so that you can go through the turn with greater momentum.

I was in the Ice racing and clubing rally for over 5 years. I m not using hand brake in that shots. I m using weignt transfer with the slight brake applye at the same time. Whats the name in English, I don't know. Here we call that : "La pendule" or "appel / "contre-appel".

L'APPEL/CONTRE APPEL
L'appel/contre appel est donc une technique de pilotage qui utilise les transferts de masses pour balancer la voiture dans les virages. Dans les faits, cela se traduit par un violent coup de volant dans le sens inverse du virage, suive d'un autre (aussi violent) dans le sens du virage. Le résultat ? Vous placez la voiture en dérive et éviter ainsi le sous virage en entrée de courbe !
