What does C.E. stand for? I'd guess European Coucil but why the feminine article, or does it perhaps refer to a specific person, a councilor, and maybe it was a woman who had this position then?

: don't even know of any abreviation for the Commission. Up to now have never seen C.E. mean anything other than E.C. (European Community). and this does come up rather often in work here in Belgium... :-)
