THe RC Business dictionary has "existant" as "physical stock" and "cash in hand" but this refers to people I think.

Stock doesn't really fit, in my opinion, as we don't know if we're talking about buildings or vehicles or anything else. "Damage to assets" is very common in insurance and covers just about evrything.

damage to existing buildings/facilities
Of course I don't have the whole context, but "existant" strikes me as odd here. It is common in construction contracts, where you have an existing building on which modifications are being made or existing buildings adjacent to the site where a new project is to be built. The contractor is responsible for his work on the new building as well as any damage to existing buildings.
The word may well be used (inappropriately) here with exactly the same meaning: party X is responsible if his staff drive a bus through a wall, say.
