I can't think what filming has to do with it unless they are referring to CCTV footage, but that still wouldn't make sense to me.

Thanks, Tony! It's the "non homologué" part they mind about, I think. It could be about the "clandestins" undercutting or taking trade from the official franchise holder, or maybe they use the wrong kind of wrap.
