I am having real problems with the sentece below. Can anybody help??

Über Antrag des Inhabers einer Bewillingung ist diese im bestehenden Umfang von der Behörde auf eine andere Person oder Institution zu übertragen, wenn kein Grund fü eine Ablehnung oder einen Widerruf vorleigt.

'Auf Antrag'?

Are you sure 'über Antrag' is what it says? To me the sentence reads like it should be 'Auf Antrag des Inhabers...' , i.e. 'upon application'.

It looks like the person who has a permit (for whatever) can apply to have that permit transfered to someone else (...usual disclaimers...).

The previous poster came close, but several terms needed changing to reflect nuances in the choice of words ("holder", not "owner"), to keep the brevity of the sentence (shorter is usually better), and to still remain true to English sentence construction (active vs. passive):
"Upon application by the holder of the authorization, the office is to transfer said authorization in its current scope to another person or entity barring any reason for denial or repeal."

Depends on the previous sentence. Unfortunately you did not include it in your quote. Anyhow, the original text seems to be either bad or local (Austrian/Swiss?) German. As the first reply says: "Auf Antrag..." would be the usual term.
