Your question did not mention which target language you would like for "zuständig", so I will answer it for English. Maybe that will help. "The ministries responsible/concerned should have the authority to appoint ..." or "the ministries concerned should be responsible for the appointment of ..." [email protected]

competent is not so good in English

competent is not so good in English * It implies that there could be incompetent ministries as well as competent ones, which we all know is not possible.
