Hi, I perfectly understand what it means - according to Israeli Finance Minister's definition. However, all the suggestions seem to be missing the point - frontier/border settlement etc. That's a settlement situated in a (potential) war zone that would suffer or often suffers from various types of damage, so the residents are entitled to a credit point (credit points) when income tax deductions are calculated. Is there a better translation suggestion?

In 2019 the credits range from 7 % in the lowest category to 20% in the highest category with ceilings of ILS 132 000 and 242 000 respectively. About 20% of the population lives in these areas.
