Translate it I would certainly translate it so that it's meaningful for the person who reads the translation; in this case I would put it in brackets next to the source:

(ART. 24 D.P.R. [Decree of the President of the Republic] 14/11/2002 N. 313 )

You could write the date format as you see fit, but I do think it's necessary/helpful to translate the abbreviation.
