This a new product introduced by a company specialised in spare parts for cars and machinery.
More context:
L'azienda x adesso offre l'assemblaggio ruote a raggio su cerchi. In particolare, l'azienda adesso propone ruote a cerchi per motociclette.

Ruote a raggi= spoke wheels
Ruote a raggi su cerchi= spoke alloy wheels?
I am not 100% sure, as the company now can assembly ruote a raggio on cerchi.
