could you please clarify me one detail in the following sentences? Some soldiers are going to do a survival training, and their superior is explaining that they won't be able to ask for help to anyone.
近海は船も通りませんし上空を通過する航空機も制限済み
(No ships pass in the adjacent waters, and airplanes that pass in the above skies are subject to restrictions.)
The translation should be more or less fine, but I was wondering: "subject to restrictions" means that they will prohibited to pass on the island or that they are instructed not to help the soldiers? Or this is unclear in the sentence?

I think what the speaker means is that restrictions have been put in place on airplanes flying over the area. Consequently, the solders can't expect any help from aviators.
