It's not 'official' but...

I just did a quick check on OASIS.
It can be anything from a computer's name to Oklahoma Atmospheric something or rather. If it needs to be 'translated' might be wise to ask the client direct. If it can left as an abbreviation, well, then it's all good, right?
It's not 'official' but...
No idea on OASIS-HI though.

My guess is that OASIS-HI is just a name created by OSAKA City to promote their environmental campaign to mitigate heat island.
"Urban heat island assessment model" sounds more natural to me.
