This is from a WWII memoir:

Ей не очень верили, особенно люди, **** «любители пожаров», **** настроенные на уничтожение чего и кого угодно.

I'm having a hard time coming up with an expression that doesn't sound strange in English. I was wondering whether this expression is a reference to a book or movie since it's in quotation marks.

Fire is used figuratively in the context. I could not pick a term better than this. The point is those kind of people who like fig. "fire" or trouble, they are troublemakers. More specifically they are firebrands or inciters, to me.

Оказавшись в плену, Тестов добровольно поступил на службу в лагерную полицию. Затем перевёлся в карательное формирование, где принял присягу на верность гитлеровской Германии. На территории Новгородчины в 1943-1944 годах он неоднократно принимал участие в карательных операциях против партизан и местного населения. Эти операции сопровождались убийствами, истязаниями людей, грабежами и сожжением деревень.

Изверги согнали из землянок всех людей к помещению для скота, вталкивали в него поочерёдно и расстреливали, а 19-летнюю Александру Карасёву и её сестру Екатерину разорвали заживо, привязав за ноги к наклонённым деревьям. В общей сложности каратели убили более 130 человек. Уходя с места преступления, они сожгли постройки с трупами убитых.
