Russian to English Law/Patents Human Resources Labor Code/educational stipends
This phrase is part of an editor's note to a provision in the RF Labor Code as follows: "По вопросу, касающемуся предоставления дополнительных гарантий и компенсаций лицам, поступающим в аспирантуру, аспирантам, соискателям и докторантам, см. Федеральный закон от 22.08.1996 N 125-ФЗ." I would say, "entering graduate students, graduate students, ??? and doctoral candidates". Suggestions, comments please.

Here is my thinking on the degree candidates and doctoral students part of the text:

At least in the US sometimes people are enrolled only minimally, like oen credit, while writing a dissertation or doing dissertation defense. This would be true of people either finishing Masters degrees or dctoral ones. However, since the Russian system separates doctoral students more explicitly than the US system, I see the logic of the Russian phrasing.

Anyway, this variant would sound clear but appropriately bureaucratic to US readers.

candidates admitted to the doctoral degree (studies/programs)

докторант can also be rendered as
1. senior doctorate candidate or
2. candidate for senior post-doctoral qualification (I like this German term, which is close to "д.н.". The title is awardered upon completion of a second dissertation. )
Germans also use "postdocs" or " postdoctoral fellowship/studies " to better differentiate between "first-degree doctoral thesis" and "second-degree doctoral thesis".

I prefer not to use "PhD candidates" or similar abbreviations in this context.

Я попытался объединить первые две и последние две категории. Должен заметить, что соискатель – это лицо, стремящееся получить учёную степень (то ли кандидата, то ли доктора наук – предполагаю, что речь идёт о России), работая над диссертацией, но не обязательно состоя в аспирантуре или докторантуре.
