: "occupational" as in your reference would be better. "Occupation" as an adjective is possible but in a different context. E.g. "occupation curfew regulations" during the German occupation of France in WW2.

I guess 'substandard labor' means longer hours and lower pay, which is usually concomitant with unsafe practices, but much more economically-oriented.
