Вознаграждение правления фактически является фиксированным. Номинально принятая практика выплат квартальных премий членам правления в пропорции от чистой прибыли за квартал на практике замещена фиксированным вознаграждением в размере 75% от вознагр. члена Совета директоров. Вознагр-е всего менеджмента также включает квартальную премию за выполнение показателей бюджета. На практике данная часть вознагр-я руководства является механизмом депремирования, применяемым только в исключит. случаях.

Not sure if I have understood this correctly.
Seems to mean that everyone usually receives the 75%-of-board-member bonus, but in exceptional circumstances, this can be withheld.

non-payment of bonuses

Certainly this seems much more commonly used in this context, as well as generally. It is often used to describe an illegal non-payment of bonuses to employees but also often used to mean simply punishment for an employee - which seems to me to be the meaning here.
