It is one of three categories, the others being Транкинг: подвижная радиотелефонная связь, and CDMA, which are all described as "Обеспечение мобильной радиосвязью подвижных абонентов на основе динамического распределения каналов связи среди пользователей, предусматривающая возможность группового вызова, конференц-связи и других функций". A search on Yandex did not provide me with a translation, but did give a large number of uses, in particular communications with the International Space Station. Could the phrase 'video link' be used?
