Очень известное выражение. Chain - система, сеть, магазинов. Например: newspaper chains — газетные тресты, объединения department-store chain — сеть крупных универмагов hotel chain — сеть гостиниц restaurant chain — сеть ресторанов fast-food chains — сеть ресторанов быстрого обслуживания.

I am posting this without doing anything silly like asking for some context just because I feel like guessing.
What is being sold? Is is really cellphones or is it just the opportunity to get one's wireless device near something that can send to / from it?
A wireless hotspot is often in a cafe or a public place. салон связи is not a bad translation, but I would feel surer with more context

: "салон связи" is a cell phone shop/store. I'm not sure there's a Russian term for "hotspot" yet, though I've seen WiFi spots in Moscow.
