I believe that the “Principal” part should not be left out. In Venezuela we have several types of registrars, including “registrador mercantil” (=commercial registrar, registrar of companies; more than one in Caracas and other main cities);

Main Registrar (interim)

En Venezuela un registrador principal lleva un duplicado de todo lo que se lleva en los otros registros del estado , y ademas realiza el registro de titulos universitarios, o de grado . El termino Accidental se refiere a que es temporal , por que esta supliendo al titular , y proviene del mismo registro; es sinonimo de interino.
