I am a student working on an assignment for class.
Fabra, que fue investido ayer jefe del Consell con los votos a favor de los 55 diputados del PP y la negativa de toda la oposición, aprovechó su puesta de largo para poner sobre el tapete los ejes sobre los que pivotarán sus políticas.
This is an online newspaper article about Alberto Fabra who what just voted in at the Generalitat of Valencia.

Regional Government Leader
President, Head of the ... etc.
To many English speakers (especially UK) , "Council" suggests a town council or Local Authority, whereas in fact Fabra has just "inherited" the post of President of the GV (Valencian Regional Govt), a higher authority. Personally I tend not to use "Council" in the title and I've been working for/with them for over 15 years, in several Consellerías (Departments or Ministries).
The forms they themselves use will vary depening on whether the target audience is at European/international level or domestic.

CAVEAT: Be wary of "official" translations online, they may have been done by MT programs or non-natives. I fact I have translated some texts for GV websites that by the time they were uploaded were peppered with embarrassing mistakes that weren't in my draft. I had to remove them form my CV.

Sorry, that should read "... which by the time they were uploaded..."

I wouldn't use "Council" myself, I'd say "Head of (the Valencian) Regional Government"... "Regional Government Head/Leader/President/Supremo/Numero Uno/Head Honcho" depending on your desired context and register.

Note from asker:
Would it be out of line to say Regional Head of Council? I've found information on the Regional Governments of Spain and can see where you are coming from. And my assignment is to be professional. On all my assignments I've had to do a lot of research to be able to translate correctly. So, I really appreciate your thoughts about Regional. Thanks. |
Would you do the same for an U.S. audience? |
I've found a lot more information due to Regional Government. And, I've found this wording online. Thanks again. |

Note from asker:
Natalia thank you a lot. I'm in a translation class and love Spain and chose this article to do, but I don't know much about the Generalitat of Valencia. |
So, do you think it appropriate to add Regional to say Regional Head of Council? |
Thanks for all your help! |

: I think we need to add "Regional" so that people know which council we are talking about, and I 'm afraid I don't find Parrot's comment helpful.

Yes, it works better with Regional, to be more specific. Regarding Parrot's comment, honestly I am not quite sure at what he's pointing at.

Fabra, who was elected/voted in yesterday as head of the Consell (Council)...
In my humble opinion :-)
