In this context of a university, I'd say this may be the best option.

promoción = progressing from one grade to another (in the K-12 environment) / graduation (in this context of post-secondary/tertiary education)

**Criteria for Evaluation [i.e., at the individual course level] and Graduation**, with the latter part of the equation referring to the university's requirements for fully admitted (i.e., regular) students to graduate, i.e., its 'mechanism' (or criteria) for clearing students for graduation
