Spanish to English Other Law (general) Mexican Marriage Certificate
I know this has been asked before but need to make sure that I do this right.

It is a Mexican marriage certificate. At the end it says:

SE EXTIENDE ESTA CERTIFICACIÓN, EN CUMPLIMIENTO DEL ARTÍCULO 635 DEL CÓDIGO CIVIL VIGENTE EN EL ESTADO, EN PLAYA DEL CARMEN, QUINTANA ROO, A LOS 28 DÍAS DEL MES DE MAYO DEL 2001 ***DE 199***

"DE 199" is actually crossed out. Since they wrote 2001, this would seem a sensible thing to do.

They then say:

"Testado "de 199" no vale"

can I assume that this means: the deleted "199" is not valid (ie has been validly deleted), as opposed to the deletion itself not being valid?

Tu idea es correcta: no vale means that the deleted "199" is not valid (el texto testado no vale.) Hay quienes utilizan: Testado:x, vale (refiere al testado y no al texto). Es confuso. Importante: controlar que todos los errores hayan sido salvados

Hazel, te cuento que yo procedo as�: la traducci�n la realizo sobre la versi�n corregida, o sea tomando en este caso 2001. Entiendo que es m�s f�cil para el que lee la versi�n traducida, de otra forma hay que reflejar el testado y explicar luego.

Creo que es así como yo lo diría.
Además, si es una traducción jurada, debes traducir todo lo que ves en el documento.
