I am very, very, sorry Liz for not having mentioned the Arnold Chiari Syndrome in the context at the beginning of my question, it would have made things a lot easier. I hope you can forgive me.

Which is the resultado deseado? Is the patient's problem syringomyelia? Then the anillo ligamentario may be just that: a constricting connective tissue ring/band/loop resulting from excess connective tissue formation around the spinal cord. (I am not aware of a technical term for this "ring" – the English native medical colleagues may be a better source.)

Bands of meningeal tissues (dural or arachnoid) may develop in syringomyelia/Arnold-Chiari malformation. I don't think it is an anatomical ligament or membrane that needs to be excised, but rather these (pathological) bands which impede CSF circulation and enhance associated symptoms. I have never heard of (explicitly) "circular bands" and can't find references for this term, but it should be vague enough to cover the source text without being too specific in a wrong direction.

Some reference describing the neurosurgical procedure for Arnold-Chiari:

"Various authors have recommended that to achieve maximal decompression, it is necessary to open the dura mater and to cut all constrictive dural and arachnoidal bands."

neutral Anne Schulz : TBH, I cannot imagine a surgical procedure involving meticulous excision of the transverse ligament of the atlas – the stability of the atlanto-axial joint would be ruined and the patient may be dead or quadruplegic after his/her first brisk head movement
