Contexts:

Sólo se han incluido en la tabla las situaciones de mercado que han resultado significativas. Son: para las parejas sin hijos/as -parte superior de la tabla 2- no ocupado/a, ocupados/as a tiempo completo y ****sobreocupado/a; y para parejas con hijos/as -parte inferior de la tabla 2- las anteriores más ocupados/as a tiempo parcial.

Lo primero que hay que destacar al observar la dedicación al trabajo en función de la situación mercantil propia (parte sombreada de la tabla 2) es que las mujeres -a excepción de las que viven en parejas con hijos/as y no están ocupadas en el mercado o están ****sobreocupadas- tienen una tasa de participación del 100% en TFD (por eso coincide el tiempo medio social y el tiempo medio por participante dedicado al TFD). Es decir, prácticamente todas las mujeres que conviven en pareja participan en TFD, no así los hombres. Además se observa que, para los hombres que viven en pareja, la participación en este trabajo disminuye cuando hay hijos/as. Entre estos casos, llama la atención el hecho de que los hombres con hijos/as que no trabajan en el mercado laboral tengan una participación en TFD del 70,9%.

TFD = trabajo familiar domestico

It CAN'T mean 'over-employed'...or can it? I can understand the notion of 'over-employment' as a personal concept, but find it hard to believe it exists as a classification of workers, alongside 'part-time' and 'full-time', which are clearly defined by law as less than 35-40 hours per week.

In Spanish, the word "sobreempleo" is most often used to describe the situation where government bureaucracies employ more people that it is really necessary. In your context, it is obviously used it to describe the situation of the employee him/herself. I was only able to find a reference where it is used with that particular meaning meaning, but it seems reasonable. Here it is:
"Quienes menos tienen, y sobreviven sobreempleados y subpagados, no tienen tiempo para su prole y ni siquiera estan presentes para dar ejemplo de nada, la responsabilidad de la crianza de los hijos queda, en este caso, en organizaciones de ayuda social..."

Here is another reference in English with the word "overemployed" and roughly the same subject matter:

"Therefore, rural women confront a specific dilemma: they are overemployed in terms of hours worked and underemployed in terms of income received."

So yes, I think it would be safe to go with "overemployed", which describes many of us ProZies, by the way, if we have full-time jobs and freelance on the side.

working more than full-time

I think this refers to "pluriempleado", but more specifically, those who work at more than one job for a total of more than full-time hours, potentially 60 or even 80 hours a week, for example.
