EUROLANDIA E’ IN PERICOLO
I nodi dell’economia mondiale stanno venendo al pettine.
Il dollaro fatica sempre più a rimanere la moneta di riferimento del sistema monetario internazionale, il mercato USA non è più in grado di alimentare da solo la crescita e lo sviluppo dell’economia internazionale. Ma nel mondo nessuna moneta e nessuna economia può in questo momento ricoprire ruoli analoghi di leadership, né può diventare il fulcro di un nuovo sistema monetario più stabile, che sia in grado di conciliare le esigenze dello sviluppo delle economie e dei commerci con quelle di una più giusta redistribuzione delle ricchezze e di un uso più razionale delle risorse ambientali.
Sul piano monetario, le politiche attuate nell’area dell’euro e dalla Cina hanno contribuito a ridurre il ruolo egemone del dollaro, ma non sono state e tuttora non sono in grado di creare un ordine politico-monetario alternativo credibile ed evolutivo. L’euro e il renmimbi hanno dunque contribuito a sollevare il problema di superare l’ordine di Bretton Woods, ma senza poter contribuire a risolverlo. Infatti dietro l'euro non c'è uno Stato capace di farsi garante delle politiche di sviluppo sia sul continente europeo – attraverso una politica economica europea che l’Unione europea non è in grado né di elaborare né di attuare – sia fuori di esso – attraverso una politica estera europea che l’Unione europea non è in grado né di elaborare né di attuare. Il renmimbi, d'altra parte, è uno strumento che il governo cinese ha mostrato di voler utilizzare anteponendo le esigenze di sviluppo interno e di politica estera della Cina agli interessi globali.
Sul piano del commercio internazionale, gli USA stanno attuando una politica monetaria ed economica sempre più aggressiva sul terreno delle esportazioni, sia per cercare di sanare il pauroso deficit accumulato negli ultimi anni - già da qualche tempo le esportazioni americane crescono ad un ritmo superiore rispetto a quello delle importazioni -, sia per evitare di accrescere troppo il potere contrattuale della Cina - che detiene ingenti quantità di capitali e titoli in dollari - nel determinare il valore della moneta USA e, con esso, le prospettive di crescita dell’economia americana. In questo quadro, in assenza di politiche continentali adeguate, i paesi europei sono destinati a subire sempre di più la concorrenza delle produzioni d’oltre Oceano e dall’Asia. Basti considerare il fatto che già oggi gli accordi che i paesi europei, in ordine sparso, cercano di strappare in termini di maggiori vendite di prodotti del vecchio continente alla Cina sono offuscati dal ritmo a cui cresce il deficit commerciale dell’Unione europea rispetto alla Cina stessa (sull’ordine di 15 milioni di euro all’ora). Così in poco più due mesi gli europei restituiranno alla Cina l’equivalente di quanto quest’ultima verserà nei prossimi anni alle industrie francesi a seguito degli accordi siglati dal Presidente Sarkozy nel suo ultimo viaggio a Pechino.
Da più parti si invoca un maggior coordinamento delle politiche della zona euro e addirittura un governo della moneta. E’ pensabile che ciò accada nell’attuale quadro istituzionale dell’Unione europea o in quello previsto dal nuovo Trattato di riforma? La risposta è no.
Per essere credibili queste proposte dovrebbero far parte del progetto di rilancio dell’unità politica dell’Europa, che non può prescindere dalla creazione di uno Stato federale europeo. E poiché è impensabile che questo obiettivo sia condiviso dai Ventisette, è necessario che un gruppo più ristretto di paesi si assuma tale responsabilità.
Spetta dunque ai fondatori, e fra essi in particolare alla Francia e alla Germania uscire dalle ambigue politiche nazionali che stanno conducendo e proporre un Patto federale per fondare un nucleo federale. Solo così gli europei potranno cercare di affrontare le difficili sfide che si prospettano in campo commerciale, economico e monetario a livello internazionale.

The chickens are coming home to roost for the world economy.
The dollar increasingly struggles to remain the currency of reference for the international monetary system, and the US market is no longer able to fuel the growth and development of the world economy alone. But no money and no economy in the world right now can cover similar leadership roles, nor can it become the hub of a new more stable monetary system, that can reconcile the development needs of trade and the economy with those of a fairer redistribution of wealth and a more rational use of environmental resources.
On the monetary front, the policies put into place in the Eurozone and by China have contributed to reducing the leading role of the dollar, but they have not been able and are still not able to create a credible and evolving alternative political-monetary order. The Euro and the Renmimbi have therefore contributed to raising the problem of how to overcome the Bretton Woods order, but without being able to contribute to resolving it. In fact behind the Euro there is no State capable of being a guarantor of development policies either on the European continent - through a European economic policy that the European Union is neither able to devise nor to put into effect - or outside of it - through a European foreign policy that the European Union is neither able to devise nor to put into effect. The Renmimbi, on the other hand, is an instrument that the Chinese Government has been willing to use to put the needs of China’s internal development and foreign policy before global interests.
When it comes to international trade, the USA are carrying out an increasingly aggressive monetary and economic policy on exports, both to try to make up the frightening accumulated deficit of the last few years (for some time already American exports have been growing at a higher rate than imports), and in order to prevent China’s contractual power from growing too much (China holds huge amounts of capital and bonds in dollars) and setting the value of US currency and, with it, the prospects for growth of the American economy. Against this background, in the absence of adequate continental policies, the European countries are destined to endure more and more competition from Asian and overseas production. One only needs to consider the fact that already today the agreements that the European countries, in open order, are trying to prise out in terms of greater sales of goods from the old continent to China are obscured by the rate with which the European Union trade deficit with China is growing (around 15 million Euros an hour). Thus in a little more than two months Europeans will give China back the equivalent of what the latter is going to pay French industries over the next few years as a result of the agreements signed by President Sarkozy on his latest trip to Beijing.
There are calls from many quarters for an increased coordination of the policies of the Eurozone and even a way of governing the Euro. Is this likely to happen within the existing institutional framework of the European Union or within the one envisaged by the new Reform Treaty? The answer is no.
In order to be credible these proposals should form part of the plan to relaunch the political unity of Europe, which cannot leave aside the creation of a European Federal State. And since it is unthinkable for this objective to be shared by the Twenty-seven, it is necessary for a smaller group of countries to take this responsibility.
It is therefore up to the founders, including France and Germany in particular, to step aside from the ambiguous national policies they are conducting and to propose a Federal Pact to set up a federal core. Only thus will Europeans be able to try to face the difficult international challenges ahead in terms of trade, economics and monetary issues.
