El vórtice polar que azota la zona centro-este de Estados Unidos ha bajado las temperaturas hasta niveles récord, informó el Servicio de Meteorología Estadounidense (NOAA). En Nueva York se registran -51° C, muy cerca del récord registrado la semana pasada en Comertown, de -52,7° C.
El frío es tan intenso que las botellas con agua se congelan en cuestión de segundos. Miles de vuelos han sido cancelados, las calles están completamente llenas de nieve y se han suspendido las clases en escuelas, colegios y universidades.
Sin embargo las bajas temperaturas no solo golpean a los estadounidenses. En Canadá miles de personas permanecen sin servicio eléctrico luego de un fallo generalizado en las centrales de generación.
Según los especialistas lo peor estaría todavía por venir. Llaman a tener suficiente agua y alimento para varios días y además piden arropar a bebés, adultos mayores y mascotas.

The polar vortex battering the central-eastern portion of the United States has lowered temperatures to record levels according to the United States Weather Service (NOAA). In New York they recorded -18°F, very close to the record set last week in Comertown of -20°F.
The cold is so intense that bottles of water freeze in a matter of seconds. Thousands of flights have been cancelled, the streets are completely covered with snow, and classes have been cancelled at schools, colleges, and universities.
However, the low temperatures are not only hitting Americans. In Canada thousands of people remain without power due to a widespread failure in the power plants.
According to experts the worst is yet to come. They are calling to have enough food and water for several days and to bundle up babies, the elderly, and pets.

SOBRE EL CONFLICTO ARMADO Y LOS DIÁLOGOS DE PAZ EN COLOMBIA
ACT Alianza es una coalición global de más de 140 iglesias y organizaciones ecuménicas y con base en la fe, que trabajamos juntas para lograr cambios positivos y sostenibles en las vidas de personas en condiciones de pobreza o marginalización, independientemente de su religión, opinión política, sexo, orientación sexual, raza o nacionalidad y de conformidad con los estándares internacionales más altos.
Las iglesias y organizaciones que conformamos ACT Alianza, reunidas en la Asamblea General los días 21 al 24 de octubre en la República Dominicana, manifestamos lo siguiente:
- Cada persona es sagrada y la dignidad humana es inviolable. El conflicto armado interno en Colombia, que desde hace más de medio siglo afecta gravemente a millones de personas, supone una negación de los derechos a la vida y a la dignidad, inherentes a todo ser humano.
- Encontrar una salida del conflicto armado y emprender el camino de la paz, es el deber moral y ético de la sociedad colombiana y en particular de los actores armados.
- Es nuestra firme convicción que la única salida del conflicto armado es una solución negociada y que la única manera de lograr la paz es través de un diálogo abierto y serio.
- Saludamos por ello y reafirmamos nuestro respaldo al proceso de diálogo entre el Gobierno Nacional de Colombia y el grupo insurgente de las FARC-EP, así como los recientes avances para iniciar un proceso de diálogos entre el Gobierno Nacional y el grupo insurgente del ELN.
- Consideramos que es deber de todas las partes en conflicto garantizar que los diálogos continúen hasta logar acuerdos que pongan fin a la confrontación armada y que permitan dar inicio a un proceso de construcción de paz, con pleno respeto por los derechos humanos, y garantías al derecho a la verdad, a la justicia y a la reparación.
- Para la construcción de una paz verdadera, justa y sostenible es fundamental abordar las causas de fondo del conflicto y la construcción de nuevos pactos sociales. Las partes en el conflicto tienen que reconocer y garantizar el derecho a la participación de todos los sectores de la sociedad civil colombiana y de todas las víctimas del conflicto armado, con respeto pleno por el pluralismo y la diversidad cultural, étnica, religiosa e ideológica en el país. Las partes en el conflicto tienen que brindar garantías para la participación de la sociedad civil en condiciones de seguridad.
- Resaltamos también la responsabilidad de la comunidad internacional, de apoyar y facilitar el proceso de construcción de paz en Colombia. Va a ser necesario mantener e incluso aumentar la cooperación internacional para Colombia, tanto para el desarrollo y los derechos humanos, como para la acción humanitaria, de igual manera asumir un papel más activo de promoción de prácticas y relaciones comerciales y de inversiones más responsables con la sociedad y la creación.
- Las iglesias y las organizaciones con base en la fe que hacemos parte de ACT Alianza reconocemos que tenemos un papel importante para la construcción de la paz en Colombia y reafirmamos nuestro compromiso para seguir contribuyendo al fomento de una cultura de paz, al respeto de los derechos humanos y de las víctimas del conflicto, así como al fortalecimiento de la resiliencia de las comunidades más vulnerables en el largo, pero necesario, camino de la reconciliación.
Translation - English ACT ALLIANCE GENERAL ASSEMBLY DECLARATION
ON THE ARMED CONFLICT AND PEACE DIALOGUES IN COLOMBIA
ACT Alliance is a faith based global coalition of more than 140 churches and ecumenical organizations, working together to achieve positive and sustainable changes in the lives of poor or marginalized people regardless of their religion, political opinion, gender, sexual orientation, race, or nationality and in accordance with the highest international standards.
The churches and organizations that form ACT Alliance, gathered in the General Assembly from October 21st to 24th in the Dominican Republic, state the following:
- Every person is sacred and human dignity is inviolable. The internal armed conflict in Colombia, which has gravely affected millions of people for more than half a century, denies the rights to life and dignity inherent to every human being.
- Finding a solution to the armed conflict and embarking on the path of peace is the moral and ethical duty of Colombian society and, in particular the armed actors.
- It is our firm belief that the only solution to the armed conflict is a negotiated solution and that the only way to achieve peace is through an open and serious dialogue.
- We reaffirm our support of and welcome the dialogue between the Colombian National Government and the insurgent group FARC-EP, as well as the recent advances to initiate a dialogue process between the National Government and the insurgent group ELN.
- We consider that it is the duty of all the parties to the conflict to ensure that the dialogues continue until agreements are reached that put an end to the armed confrontation and initiate the peace building process, with complete respect for human rights, and guaranteeing the right to truth, justice, and reparation.
- In order to build true, just, and sustainable peace it is essential to address the underlying causes of the conflict and construct a new social contract. The parties to the conflict must recognize and guarantee the right to participation of all sectors of Colombian civil society and of all the victims of the armed conflict, with full respect for pluralism and the country’s cultural, ethnic, religious, and ideological diversity. The parties to the conflict must provide safeguards for the participation of civil society in safe conditions.
- We also emphasize the responsibility of the international community to support and facilitate the peace building process in Colombia. It will be necessary to maintain and even augment international cooperation in Colombia, both for development and human rights as well as for humanitarian action, and similarly to assume a more active role in promoting commercial relations, practices, and investments that are more accountable to society and creation.
- The churches and faith based organizations that are a part of ACT Alliance recognize that we have an important role in peace building in Colombia and we reaffirm our commitment to further contribute in fostering a culture of peace, with respect to human rights and the victims of the conflict, as well as strengthening the resilience of the most vulnerable communities in the long, but necessary, path of reconciliation.
