This is an excerpt from de Staatscourant, but even though I do get lots of Google hits, I somehow cannot phantom the "economic traffic" in this context. I am thinking more along the lines of economic market.

Perhaps you could translate the whole piece as 'work for pay or profit' and drop 'economisch verkeer' because this is implicit in the English phrase.

: This is an excellent translation, short and sweet but I still wouldn't choose it because I would want to preserve the somewhat laborious wording of the source text.
