How to tell the difference between "easy" and "pro" questions:

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

En este caso no tiene nada que ver con cemento. Los cimientos de un edificio es lo que se encuentra bajo tierra y le ofrece estabilidad a la construcción. Por eso por analogía se habla de "los cimientos de la sociedad", etc. Nada que ver con cemento.

: En este caso no puede usarse el plural dado que se está hablando de una sola lengua. Respecto a la definición anterior, es evidente que se trata de un error al hacer copiar pegar.

cimientos se suele usar en plural (RAE), independientemente de que en francés aparezca en singular. Al menos en España se diría los "cimientos ciudadados" y no el "cimiento" porque en un edificio no colocas un cimiento sino los cimientos, varios.
