I would go with "official," and not the literal but archaic-sounding "prefect." As in, "government official."

Does not exist in Spain, except possibly as a district police official (prefect of police, similar to a district police chief).
Largely obsolete in Latin America.

The type of municipality is not a city (in which case the chief officer would be the mayor, el alcalde). Rather, it is a village or township or other unincorporated district.
