From what I've discovered so far, this is part of a loom.
The Petit Robert defines it as "Réunion de poulies tenues verticalement par deux traverses entre lesquelles elles peuvent pivoter."
I also found this explanation on a website:
Cette partie du métier (Le harnais) comprend de haut en bas et à l’intérieur de deux cadres rigides, les « marionnettes » : planchettes mobiles en balancier dont une extrémité est reliée par un fil au « pédalier » , l’autre à une « lame »
I set off along a path of "quills" and "ninepins" that led me nowhere. I'm hoping someone can help!
