French term (edited): relais et valorisation
Selected

spokesperson and ambassador

This person is an intermediary ("relais") and the person who sings the praises of the project and presents it in a favorable light ("valorisation") - which leads me to "spokesperson" and "ambassador".

promote and encourage

Although I often translate "valorisation" as "enhance", I think here you can combine it with the "relai" and perhaps talk about "promoting and encouraging" initiatives.
