The establishment in 1949 of the Council of Europe (CoE) marked the beginning of the process of European integration and cooperation. The promotion of human rights, pluralistic democracy and the rule of law have ever since been at the heart of the work of the CoE, which has established the guidelines for the democratic Europe.
