I do not know exactly how to translate this phrase, but in the UK a compliments slip is quite common, it is simply a card (110 x 220 mm) with the company details, similar to headed letter paper, but with the mention « with compliments » in large print. Does this give you a clue of what "With compliments" might be?

There may be no solution, but guesswork. I believe the original author is mimicking a phrase they saw somewhere, and didn’t really know how to use it. In the context now shown, it cannot easily be either compliment or complement. We are forced to guess the author’s intent and no amount of context can fix that kind of quandary.
